“New York State’s parole-review process must focus on who people are at the time of the interview and whether they pose a current and clear public safety risk. If petitioners do not present such a risk, they should be released.”
The Vera Institute of Justice undertook a systematic analysis of 168 parole transcripts from across the state, all of which resulted in denials, to understand why incarcerated people are denied parole despite often having provided the board with concrete evidence to support release.
