Johan Sheridan / NEWS10-Nexstar — A coalition of advocacy groups has accused New York's Department of Corrections and Community Supervision (DOCCS) of ongoing staff violence and systematic violations of the Humane Alternatives to Long-Term Solitary Confinement Law (HALT Act).
